Imagine living in a small town where technology is advancing, but resources are limited. How can you protect the sensitive data of citizens? A new Norwegian study explores this very problem, focusing on how small municipalities can develop sustainable cybersecurity capabilities. The research emphasizes the importance of a socio-technical approach, combining technology, people, and organizational structure. Experts interviewed cybersecurity practitioners and analyzed documents to identify six key capabilities and major challenges. These include a lack of specific skills and difficulty communicating between different departments. The good news? Artificial intelligence and collaborative strategies could be the solution. The Norwegian study used a mixed-methods approach, combining document analysis of relevant cybersecurity frameworks with a modified Delphi study and semi-structured interviews with municipal cybersecurity practitioners. The frameworks examined include the NIST CSF and ISO 27001, which provide standardized guidelines for cybersecurity. However, implementing these guidelines requires people with specific skills and effective technological solutions. The results highlighted six fundamental cybersecurity capabilities for municipalities: risk management, infrastructure protection, incident response, vulnerability management, training and awareness, and governance and compliance. Major challenges include ambiguities in role formalization, skills gaps, difficulties in implementing advanced security technologies, and communication barriers between the central IT department and functional areas. The study suggests that artificial intelligence could help address some of these gaps by automating complex processes and improving threat detection capabilities. Additionally, collaborative strategies, such as sharing resources and knowledge among municipalities, could enhance the effectiveness of security measures. This holistic approach emphasizes the importance of integrating technology, people, and organizational structure to develop sustainable cybersecurity capabilities.
